Ray Franz was not for revealing a lot of dirty laundry about the Governing Body merely enough justify himself for choosing the coarse he choose out of the Watchtower Corporation behemoth. Mainly just to nullify any negativity a believer's inquiry may be faced with.
So he would not divulge any thing that would latter incriminate him in any corporate protective procedures he may have voted on to deal with such matters. So I think legal ramifications would limit his discussion on these topics and just stick to doctrinal stuff.
Let's not forget that this man wrote these books in an extreme existential crisis or crisis of conscious(ness) of your in a mind control cult(which through denial failed to admit even when broaching the subject).

Hey I also think Leo Greenlees while working for the treasury was stealing a lot of new boy's money that they left with him for safe keeping. I left about a 150 dollars with the treasury department and a few months later I went to use some of that money and about half of it was gone and when I went to him to complain he sternly told me to write on the envelope the money inside.
